The correct answer is (C). In sentences in which one clause is dependent on another one, like the one in this question, it is essential to show this dependency by offsetting the clause with a comma. Above, the author says that baseball is a game for the common person, but wants to note that, specifically, it is not a game dominated by 'the elite.' Therefore, a comma is missing since "not a game for the elite" is not a complete, independent sentence.
