The correct answer is (C). You may have heard of homonyms before. Homonyms are words that sound the same, but that have different meanings. Some words may not be homonyms, but are so similar in sound or spelling that people get them confused. The words "then" and "than" are pronounced the same or very similarly by most people, rendering them difficult to notice, but they mean different things. 'Then' is a standard of time, as in, 'first one, then another.' 'Than' is a comparison word, more fitting for the sentence at hand than the word 'then.' The correct sentence in this case would read "a shorter time than dogs."
