Choices:

B. has develop a Visiting Dog program for pet owners showing
C. has developed a Visiting Dog program for pet owners to show
D. have developed a Visiting Dog program where pet owners show
E. for development of a Visiting Dog program where pet owners show



The original incorrectly forms the perfect tense has developed, and incorrectly uses where to refer to a noun that is not a place. (B) fails to correct the error with develop, and changes the meaning; (B) ambiguously indicates that the program is for the pet owners. You can eliminate (D) because it incorrectly changes the verb from singular to plural even though the subject Society is singular. (E) eliminates the verb, creating a sentence fragment, and also fails to correct the original problem with the word where.
